Committee on Lawyer Quotas

We, the people, in order to maintain a more perfect union, do hereby declare the following quotas of lawyers:

A lower boundary of 1 lawyer per 1 10,000,000 citizens is probably necessary.
An upper bound of 1 lawyer per 100,000 citizens is non-negotiable.
When in season, there is no bag limit on lawyers, unless the lower boundary is in danger.

Non-citizen lawyers may not establish residency, with the exception of those practicing some other trade. Non-citizen lawyers deemed resident by any court of the USOR, who shall not be able to prove to the satisfaction of the local posse comatose that they are otherwise gainfully employed in some non-lawyer trade, shall be sentenced to a lifetime of roadkill maintenance duty.
